what Automation Studio you’re using?
Does it happen every time when starting AS (independent of the project)?
Looks like the Technology Guarding installation is damaged → that’s just a guess based on the message content “… could not load file or assembly WibuCmNET …”.
You can try to reinstall / update the Technology Guarding package (Technology Guarding | B&R Industrial Automation), if that doesn’t work you need to reinstall Automation Studio.
