with the given information it will be very hard to answer your question.

  1. Which hardware do you use?
  2. How often is the load that high?
  3. Is the duration of the peak always the same?

You can try to use the profiler to log the load profile more detailed. If you log a high load period you will be able to find the task class and the program responsible for the load peak.
