So that looks like the browser you are using is showing you, that there is nothing to scroll on this page. As soon as you have a scrollable content like in the history it’s not occuring.
This is most likely a browser feature and you’ll have to figure out how / if you can disable it based on your OS / browser.
Are you using Android? Try something like Settings - Accessibility - Text and display - Remove animations.
If you are using chrome you could try a flag:
chrome://flags/#elastic-overscroll
