As you can see from the screenshot, when i ask for something in the manual inside the SafeDESIGNER this warning appear. Any chance to see a manual similar to the main AS?

Opening the Help in SafeDesigner just points back to the Automation Studio Help (at least I know this to be the case with mappSafety). You can get to the same directory by opening the AS Help and going to Safety Technology → mapp Safety → Programming → SafeDESIGNER. Here is a B&R Online Help link, and this is the local GUID: 0a562e9d-8fad-4902-9977-ecdaddb6b4e0.
I was able to get the same error as you if I tried to open the Help from SafeDESIGNER before entering my project’s password. Make sure you enter your password in the dialog box before you press F1 and see if that makes the Help open properly.

The strange thing is that I am actually logged in (as developement level), I needed the guide to know what one particular block do. Maybe is an installation issue? Is possible to re-install the guide for the SafeDESIGNER? (and if yes, where do i find the installation?)
For now I will use the online guide as a work-around, if someone have any idea how to solve the issue (even trying to open the guide from the top bar return the same error).
The guide for SafeDesigner is within the main Automation Studio Help file. You can access the Help from Automation Studio or from your Start menu in Windows → B&R Automation folder (the same place you see a shortcut to open Automation Studio). To get to the function blocks specifically, navigate through the Contents tree to Safety technology → mapp Safety → Programming → SafeDESIGNER libraries and then find the related library and function block. Alternatively, you can use the shortcut Ctrl+G while in the Help and then paste this GUID into the box that comes up: b0d0effa-f11e-48d2-8508-bef2db1727f3 (this will take you to the page I mentioned and show its location in the tree). The Online Help is just an online version of this file, so they have the same information.
I’m not sure about the error itself. Reinstalling SafeDesigner may fix the issue. But hopefully someone else who sees this has another idea.
