I do not believe there is any direct command operation to create a PIP.
What is your goal?
The Runtime Utility Center package may be of some help.
This is not possible directly, Runtime Utility Center is required as an extra step.
This message and the whole thread should include useful information. A bit different usecase, but using RUC to create a PIP package instead of ArSim instance does the trick.

@david.nytko We use USB stick to update the program on PLC. In my project, I have 3 configurations, I tought it will be easier to automate the creation of the Packages.
I will dig into using Runtime Utility Center. Never used it before, but i will use the docs provided by @tommi.piiparinen and @christoph.hilchenbac
