What steps must I take to transition the boot block from state A to state B?

I only found the manual https://www.br-automation.com/downloads_br_productcatalogue/BRP44400000000000000018331/7ex481501.pdf and it helped me realize that your question is related to a very old 2003 system. If no one helps you here, I think you will need to get in contact with the local B&R office support.
The EX481 is a really old 2003 module offering PLK V1
“normally” the master controls this module and I would have never heard that any application must switch the module in any way to any other operating mode.
Which master are you using ?
I was repairing one of the Pave Micromac wire benders. The EX481 module is set to boot from State B. These machines are from 2002. The module I bought boots from State A by default, so I’m looking for a way to change this.

To be honest I would not even know what you mean by “Boot state A” (or B)
Where do you see this ? Any scrennshot or anything ?

When you turn on the EX481 itself, the red LED informs you what state it is set in, two flashes for state A, three flashes for state B,

Typically any (or almost any) B&R hardware which is able to perform a firmware upgrade offers two areas where the firmware is copied to. If anything goes wrong during firmware download and the original firmware which is on the device is then damaged results in the booting of the device from the second bootloader (block)
This is nothing you can change or force. It is simply a security process to not render a hardware inoperateable
One of this blocks the one which normally starts the firmware and the other block is the backup. If the first block is damaged then only a firmware update (which is done automatically by the master) will correct (overwrite) the damaged firmware.
In other words this is no problem for you - I rather think your master does not communicate to the EX481 and therefor the EX481 does not boot up further
