I uploaded an empty PLC for testing a X20CP0484, unfortunately without even an IP address and without activating USB install. Now I am not able to reset the PLC to get into BOOT mode to upload any programs. Please suggest what I can do to fix it.

As I said in the description above, I am not able to get into the Boot Mode to load a new program. I was using the Reset button to try to get into the Boot Mode but the AS is never able to detect the CPU from the Online - Browse

if the PLC doesn’t enter BOOT mode after using the sequence as described under “operating mode” (press less 2 sec, release, within 2 sec. press again longer then 2 sec., release → BOOT mode), I’ve no idea what to do more … in that case, please contact you local B&R office for further support.
But if it enters BOOT mode , and only “Browse for PLC” doesn’t work for whatever reason, you could try to install from USB - but BOOT mode is also neccessary for this kind of setup:
install from USB should possible by preparing a USB Stick with the suitable project using AS (please see here, scenario 2c), plug the stick into the PLC and switch the PLC to BOOT mode as described.

I was able to get into the boot mode (I guess each time in the past as well because of how the I/O module lights went blinking) but it was the AS that was not finding the CPU if AS was already open. I started AS fresh AFTER I set the CPU in boot mode and it did find it without problems
