Cannot restore Windows 10 on a Panel PC3100

Hello, everyone.

A Panel PC 3100 with Windows 10 version 1809 started restoring previously deleted files and excluding new files with each new restart of the OS.

I have already checked the UWF (Unified Write Filter), and it is disabled. The CFast is not write-protected (or in read-only mode), according to DISKPART. And the Crystal Disk Info tool shows that the card is “healthy.”

I tried to use the Windows Recovery Solution tool, downloaded from the B&R site. When the formatting process starts, an error occurs (see attached image). I have already booted the PC using both UEFI and legacy USB modes.

Is this an indication that the CFast is damaged?

As the first step, I’d try with a different CFast card and/or CFast reader.

Any diagnostic S.M.A.R.T tool can be used to check life status of your CFAST. As Pavel mentioned, try different the best new CFAST. It is easy and quick test.
