i have set everything according to the tutorial that i saw on youtube, then i practiced it and i found on obstacle when i was going to identify the device but it was not found even though i had set the connectivity in the automation studio application.

In order to “see” the PLC you must have activated the SNMP parameter to ON on ETHERNET configuration. If you don’t know your IP address then you must send your PLC to BOOT state. As it says in the post:
Imagine you get your hands on a Compact-S or C-Panel PLC. You turn it on, eager to transfer the project you’ve been working on. You plug in your Ethernet cable, open up Automation Studio, try to search for it…and nothing shows up. Whoever used it last must have deactivated SNMP, and you don’t know the IP Address!
Fortunately, there’s a way to make your PLC discoverable again: put it into BOOT mode.

As I said, in order to localize your hardware, on it SNMP parameter must be activated. If the PLC has this parameter deactivated, then you cannot localize you PLC from identify hardware.
However, if you know the IP, you can create a TCPIP communication directly. Just right click, add TCPIP connection, insert the IP on destination ip address column, and right click and connect again.
can a program that has been entered a B&R PLC be deleted again?
yes You can restore the PLC to factory state by sending the PLC to BOOT state, as before said.
