Talked to @Marcus Mangel and he helped me understand that I cannot downgrade from 4.12.6.x to a 4.12.4 and lower due to some cybersecurity software updates. I am trying to install 4.12.3 and then upgrading it to 4.12.4. I will update this post if successful.
