it doesn’t sounds like the error message I expect if a known Cyber Security topic is the reason, nevertheless I would recommend to check out this post:
Could you please post a screenshot of the error message? Is there any more information inside, like error numbers or so?

The most likely cause of this is that something in your network/PC configuration is blocking access to the licensing server.
I would recommend one of two paths forward.
- Try licensing on a different network (e.g. at home instead of in the office).
- Perform an offline licensing working with your local support. Instructions for this can be found here: Offline licensing
